The Federal EBA Program

The Enhanced Benefits Account Program (EBAP) is a component of Medicaid Reform. Beneficiaries are rewarded for engaging in healthy behaviors via accumula

For instance, if a beneficiary completes a weight loss or smoking cessation program, the beneficiary may earn credit in an Enhanced Benefit Account. An existing Agency program (Silver Saver) has been modified to provide point of sale functionality for the EBAP.

A process has been created to allow reform plans to electronically submit enhanced benefit healthy behavior data to the Agency.  This process allows for the submission of the files as well as assessment and manipulation of the files.

The EBIS System

EBIS is a means for reform plans as well as internal Agency resources to view the enhanced benefit account information of Medicaid Reform beneficiaries in a central location via the Internet.

EBIS acts as a data repository that houses healthy behavior activity information of Medicaid reform beneficiaries (as reported by their reform plans), Enhanced Benefit Account (EBA) purchases (as recorded in a PDCS system), and EBA balances.  EBIS accepts queries from its internal/external users and displays read-only result sets via a web browser.  EBIS is hosted by a third party vendor in a secure environment.

EBIS also accepts the debits spent at the pharmacy and keeps track of the recipients balance.  EBIS sends out monthly balance statements to the recipients, and provides additional reporting capabilities to the EBIS administrators.  EBIS provides an interface for which administrators can view each recipient’s information and transaction history in order to answer recipients’ questions and research their account information.

EBIS processes health plan transactions in order to allow recipients to earn credits for completing their regular health checkups.  The credits are allowed to be spent on health related items from the pharmacy.  EBIS collects and processes the health plan transactions and sends the credits earned to the pharmacy.

Enterprise Cloud Computing Advisory and Migration Services

Who are we?

ISC and EC3 have teamed up to provide Enterprise Cloud Computing Advisory and Migration Services to public and private sector organizations. 

ISC has been a provider of hosted enterprise applications for six years.  The ‘Software as a Service’ segment of the software company’s business has been very successful.  It is characterized by extremely satisfied customers that provide stellar references, low risk, profitability and long term contracts.  ISC was incorporated in 1989, has contracts in many of the 50 states, is a Microsoft Gold Certified Partner, is self-funded and carries no debt.  Mark Alexander, Managing Partner at ISC, is an Enterprise Solution Architect and specializes in the adoption of cloud computing technology as an enterprise application platform.

EC3 is an emerging provider of Enterprise Cloud Computing.  Its founder, Greg Dodge, is retired from Microsoft where he oversaw the migration of thousands of users to Microsoft’s dedicated hosted Exchange service. 

Greg Dodge and Mark Alexander now direct their companies’ combined cloud computing initiatives.  While Mark specializes in custom solution architectures and opportunities, Greg brings his expertise and focus in cloud based collaboration and utility computing.

What do we offer?

ISC and EC3 are currently scheduling Cloud Computing Briefings.  Several invitation only presentations will be conducted in locations across the southeast.  Briefings with individual organizations are being scheduled as well, upon request.  These are in-person briefings when possible, but also look for several webcasts in Q1.  The typical session includes a 30 minute presentation that provides a survey of today’s cloud computing market and opportunities.  The presentation is followed by a drill down into specific topics, opportunities, or platforms depending on the audience.  The business case for adoption is analyzed as well.

The team is also providing specific services around Microsoft’s cloud computing platforms.  Several customers have been migrated from on-premise email systems to Microsoft Business Productivity Online Suite.  ISC and EC3 are early adopters of this cloud-based collaboration platform themselves.  ISC has developed one customer solution on Microsoft Windows Azure, a public facing application for the City of Miami Florida (preview it at http://miami311.cloudapp.net).  ISC is currently migrating a large healthcare transparency solution from a dedicated hosting facility to Windows Azure and SQL Azure.  The system is composed of 4 different SQL Server databases which will be migrated, and eight different ASP.Net applications.  Several of the applications communicate with a web service interface hosted by the Florida Agency for Health Care Administration for the access to data that cannot leave their premises.

ISC is currently attempting to close a contract to implement a regional Health Information Exchange in Windows Azure using SQL Azure for Capital Medical Society Foundation.  Its 300 constituent medical providers, collection of case managers and participating Primary Care Centers will utilize this system to refer patients in need to donor medical providers using this HIPAA compliant, efficient, and innovative system.
